areas. After Sanchez Valle, there exists sufficient flexibility in territorial power
to establish asyrnmetric sovereign relations with unincorporated areas, which
ernpowers residents of these areas to jointly define with Congress the premi e ,
terms, and conditions of their relationships with the United States. Sanchez
Valle provides ample leeway for government representatives to craft novel
ways of governing territories and wide "latitude to develop innovative
approaches to territorial governance."184 Puerto Rico and Congress must ri e to
the occasion, and ensure that the relationships with unincorporated areas follow
the principies of liberty and government by consent. Congress must usher in a
level of democratic governance, authority, dignity, and respect that the people
of Puerto Rico Guam, the Virgin Islands, and American Samoa deserve.
